vara bungas: Ja seko autora domai US vajadzētu audzēt militāros muskuļus,  bet izvairīties lietot  spēku rīkojoties pro-aktīvi. Piemēram, attīstot savu kara floti vienlaikus veikt pasākumus, lai  bremzētu potenciālā pretinieka flotes attīstību.  Vai arī tā to var saprast : pirms spēles viena komanda kvalitatīvi trenējas un  mierīgi izguļas, bet otru  komandu vairākas  stundas notur uz robežas, turklāt viesnīcā visu naktu trobelē  skaļa kompānija, līdz ar to spēlētaji ir neizgulējušies un noguruši. Ja abu komandu līmenis ir līdzīgs, vienai radīsies  nepārprotamas priekšrocības par otru. Neko neatgādina?
