In order to be considered to be a serious about security and defence:

1. A structure to collect and collate information, from all sources and from all over the world and provide useful strategic intelligence to the cabinet and operational intelligence to departments and agencies;
2. A super-structure to make strategic plans and to control and manage our military forces;
3. Surveillance and warning systems to cover our land mass and, especially, the maritime approaches to it and the airspace over both;
4. Military forces to intercept, identify and, appropriately, deal with intruders;
5. Military forces to contribute to the continental defence, [..];
6. Military forces to patrol our territory, the maritime approaches to it and the airspace over both;
7. Military forces to give “aid to civil power” when provincial attorneys general cannot manage with police resources;
8. Military forces to provide “civil assistance” when disaster occur and the civil authorities in provinces and cities cannot cope;
9. Military forces to conduct expeditionary, combat operations around the world ~
   1. Unilaterally for relatively small scale low and even mid-intensity operations,
   2. As part of “coalitions of the willing” for some low and mid intensity operations, and
   3. With our traditional allies for the full range of operations, including prolonged general war;
10. Supporting operational and logistical services ~ telecommunications, engineering, intelligence, medical and dental, supply and transport, materiel maintenance, administration and policing ~ to support all other military forces; and
11. An efficient and effective defence procurement system.

VB (subjektīvi): 1.punkts daļēji,  militārā izlūkošana likumā definēta tikai pirms gada, pēc tam kad 26 gadus operatīvajā līmenī imitēta. Kas tur notiek stratēģiskajā līmenī HVZ un tam nav arī praktiskās nozīmes. 2.punkts pieņemsim ka ir AŠ- check, 3.punkts – daļēji, bet drīzāk ir. 4.punkts – ir SUV – check. 5.punkts – nav, jo NBS ir mazskaitlīgi un balstās uz paramilitāro spēku ZS, kas arī ir nepietiekami 6.punkts – nav. 7. punkts daļēji, formāli ir – ZS, bet nav gatavota,  pielietojot policejiskām operācijām rezultāts var būt tieši pretējs plānotajam (dēļ disciplīnas). 8.punkts – ir ZS , check. 9.punkts – daļēji,var teikt ka PD nodrošina B. 10.punkts – nav vai ļoti basic. 11.punkts VK atzina, ka nav.
