Employees covet security clearances, but most who have them, 60 percent, don’t have access to classified information, according to the Office of Management and Budget. All these background checks also are expensive — at least $4,005 in 2012 for top secret folks, says the Government Accountability Office. Checks for the lower-level secret clearances are much cheaper, starting at $260. In October, James Clapper, director of national intelligence, ordered agencies to determine whether everyone with a security clearance really needed it.
