Baltijas kaktusi

[..] In Estonia, there is a growing awareness that civil defence has to bean important element when ensuring continuous operation of the state and society. Over the last thirty years, this sphere has been neglected, leading to a decision (2015) to appoint a task force at the Government Office to devise a civil protection concept. The document that was eventually adopted, in 2018, recommends that families maintain a week’s supply of vital products and materials in case of emergency, and envisages development of a threat notification system which uses mobile telephones, ande xtensive evacuation plans (working with local authorities). It also envisages healthcare system preparations for situations in which it has to deal with mass casualties.[..]

  1. Es teiktu, ka konvencionālā kara gadījumā būs jācīnās 6 mēnesī. 3 mēnešus NATO prasīs politiskā lēmuma pieņemšana, spēku koncentrācija utt., tad vēl 3 mēneši būs vajadzīgi, lai izstumtu Krievijas spēkus no Baltijas.

  2. Estonian national defence has included the broad concept of security since 2014, when it was first introduced. It was actually developed before the Ukrainian crisis.

To quote the National Security Concept of Estonia:
” A broad security concept entails the involvement of all sectors of the society, as well as an integrated approach, where the foreign policy, defence policy and internal security policy, as well as cohesion and resilience of the society, are employed for the purpose of achieving the security policy goals for the country as a whole. ”

Putting this concept in practice has been slow and difiicult, but the idea is definitely in government policies.
