He isn’t mincing words here. Another issue he has raised is that we would minimally need an additional 1,5 billion euros worth of ammunition to have a chance at stopping the Russians before we start losing ground and people.
So, the calculation is no longer % of GDP, but what materiel we actually need to defeat the Russians.
In my opinion munition and other hardware should not create problem for us, but for other Western allies, and they have plenty of this stuff. Just bring it here during peacetime. For free btw.
