Rietumniekiem tiek īpaši aizrādīts, ka hibrīdkarš RU izpratnē NAV tāds karš, kurā nešauj, cita lieta, ka RU ieskatā hibrīdkarā bruņotie spēki nav vienīgais priekšnosacījums uzvarai.

The West must understand and appreciate that the Russian conception of hybrid warfare includes conventional forces. Much of Western writing on the Russian threat, as previously discussed, overly separates
the threat of the Russian military from the threat of the Kremlin’s subversive, “gray zone” campaigns. The Kremlin’s offensive hybrid wars include the threat of utilizing conventional forces. Russian military thinkers do not believe that conventional, kinetic operations will decline in importance. The Kremlin continues to prioritize conventional
military development, but does so with the expectation that future kinetic actions will predominantly support hybrid wars.

Ieteikumi un rekomendācijas, ņemot vērā, ka RU vadība nespēlē 3D šahu, bet vairākas dambretes partijas vienlaicīgi:

1. Analyze the Kremlin’s decisions within the Russian framework of hybrid war to understand and mitigate Russian lines of effort.
2. Confront Russian hybrid wars in their entirety as synthetic threats instead of confronting individual Russian lines of effort separately and partially.  Counter the Kremlin globally as well as in Europe.
3. Pursue whole-of-government coordination of information and kinetic operations.
4. Reinforce Western norms and institutions—key targets of Russian hybrid wars.
5. Work to align the Russia policy of the United States and its allies.
6. Actively challenge Russian information campaigns.
7. Deprive Russian PMCs and proxy forces of their deniability.
8. Recognize and plan for the military requirements to confront hybrid threats.
9. Recognize that Russia also aims to avoid major great power war. 
10. Shift its military posture to confront the global nature of the Kremlin threat.
11. Enable deployed US forces to combat Russian hybrid wars with non-kinetic means.
